Vincent Wayne Reed, 53, Centrahoma, was charged September 23 with petit larceny for stealing a Harley Davidson jack valued at $250 and a Hart toolbox filled with tools that cost about $249.
The victim, who lives in Centrahoma, told Deputy Kevin Edmondson that the perpetrator came on his property on September 13 and September 20 and that he was captured on a surveillance camera. When Edmondson reviewed the footage, he recognized the man to be Vincent Reed and a warrant was issued for his arrest.
During Reed’s initial court appearance without an attorney, the Court entered a plea of not guilty on his behalf to misdemeanor petit larceny and set the case on the October 13 docket.
Ponca City Man Charged with Driving While Impaired, Reckless Driving Deputy Jacob Peebles said he was sitting stationary at the intersection of SH 3/U.S. 75 when he observed an eastbound vehicle traveling at 91 mph in a 65 mph zone.
Peebles initiated his lights and sirens, but the vehicle showed no signs of stopping. The vehicle swerved into oncoming traffic, he said, crossing the yellow line three times, causing oncoming vehicles to pull off into the ditch and almost striking one of them.
The vehicle traveled approximately four miles before abruptly pulling over onto the south shoulder of Queen Street in Coalgate. A strong odor of unburnt marijuana was coming from the vehicle, and Peebles told the driver, Li Guangzhao, 50, Ponca City, OK, to put the vehicle in park and ordered him to exit the vehicle. Guangzhao refused, and after several attempts, Deputy Peebles assisted him in the process. He began pleading that he had done nothing wrong and did not have to stop, Peebles said.
Guangzhao had red bloodshot eyes, slurred speech, slow and delayed reactions, and had to use the vehicle as a crutch several times. After a short conversation with Guangzhao about taking any type of intoxicants, Guangzhao told the deputy that he does not speak English, refused to answer any further questions and would not cooperate with law enforcement.
Due to the language barrier, Deputy Peebles was unable to inform Guangzhao of the state’s Implied Consent Test or the field sobriety test. From his training and experience as a roadside impairment officer, the deputy was able to determine that Guangzhao had signs and symptoms of someone who was driving while impaired, along with having a strong odor of marijuana.
Guangzhao was arrested and booked into the Coal County jail. During his initial court appearance without an attorney, the Court entered a plea of not guilty on his behalf. He has been released on $1,000 bond and was ordered to appear before the District Court on October 28.
